Alfred Townsend (London Manager) is seated in the centre of the top table, with 'Mr Enjiro Yamaza, Japanese Charge d'Affaires' [Yamaza Enjirō] on his right and Sir Robert Hart (Inspector General, Imperial Maritime Customs Service) on his left.
